High-Use / High-Impact Permits

Local businesses can carry out a range of activities on Sunshine Coast public land. The main purpose of public land is for community use and enjoyment. Council awards high-use / high-impact permits for activities on this land that benefit the community.

2016 - 2019 application process

In September 2015, council conducted an application process where any new or existing business could apply for a three-year permit to operate on public land for the period of 1 July 2016 to 30 June 2019. Applications closed on 2 October 2015.

Applications were only accepted for approved activities and locations. Approved activities range from surf schools and sky diving to beach equipment hire and coffee vans. Refer to the list of approved activities and locations[117KB].

Awarded permits - 1 July 2016 to 30 June 2019

At council's Ordinary Meeting on 10 December 2015, council endorsed the awarding of three year permits to successful applicants for approved locations and activities across the region. Successful applicants are permitted to operate at approved locations and activities, for the period 1 July 2016 to 30 June 2019.

Vacant locations and activities

There is one vacant location and activity for which no application was received and remains vacant. Prospective business operators are able to submit an application at any time until 30 June 2019.

Application process background

Council developed the high-use / high-impact commercial use of community land application process as a result of a regional community engagement program.

This process is about achieving balance between:

  • the community’s vision of the use of community land
  • small businesses wanting to use that land
  • the needs of existing and well-established businesses near that land.

All suggestions and recommendations received during the consultation period were reviewed. They were measured against the guiding principles that apply to all commercial uses of community land. These principles are outlined in the Community Land and Complementary Commercial Activity Strategic Policy, which states that:

  • community use and users of community land take precedence over commercial use
  • commercial use of community land must not unduly impact on community safety, access and visual impacts.

The new application process:

  • makes it easier to apply for high-use / high-impact permits
  • is based on a set fee across the whole region
  • places the focus on the quality and professionalism of the service, including its track record and safety.
